A sharp rise in the number of DLA claimants in Northern Ireland - why is it on the increase?

The number of people claiming DLA in Northern ireland has jumped by twenty percent in the last five years. Figures from the department of Communities show claimants are up 37,000 to 215,000 since 2011. The move from Disability Living Allowance to Personal Independence Payments or PIP has already started for new claimants - and from this month it will begin to change for people already claiming DLA. The change to PIP was meant to reform the system. But what is behind the such a significant rise in those claiming benefits because they are disabled? Stephen talks to Ben Lowry from the Newsletter and NIPSA's Patrick Mulholland.
