Stephen has been speaking to one of the top police officer's in the country, Assistant Chief Constable Stephen Martin about how to tackle paramilitaries. He started by asking him who has control of Northern Ireland, and if we look at Castelmarra in Carrick as an example, is it the PSNI or the UDA?
