In September , 2015, before the spike, Ofgem , the regulator , were in discussions with Arlene Foster's department on a daily basis in terms of the number of applications and they say they were making it clear what the impact would be.

So how then did the department, the civil servants, the minister Jonathan Bell, not kick in and immediately stop the scheme.
