Utah Governor Gary Herbert used his monthly news conference to stage an attack on the possible naming of a new national monument in Utah during the closing days of the Obama administration. Rep. Rob Bishop says he'd defund and undo any new monument, dealing damage to President Obama's public lands legacy.
