Phil Lyman, a commissioner with San Juan County, is furious over the designation of a new Bears Ears National Monument in his region. Accusing the Obama Administration of "dysfunctional land use" under the Antiquities Act, he tells KSL's Marc Giauque he'd like to see the Trump Administration reverse the designation, an unprecedented move.
