Why are so many small-town B.C. city councillours resigning?

Port Clements is the latest B.C. community to have resignations in local government, with the mayor and two councillours stepping down. McBride, Burns Lake and Lantzville have also had resignations. We talk to Capilano's Jerry Berry about the trend.
