Toquerville boy rescued from bathroom cell struggling to stand

A Washington County prosecutor says the 12-year-old boy rescued from the bathroom where he'd been held for a year in January has developmental delays and might not ever regain the ability to stand. It comes even as prosecutors prepare additional charges against his mother, Brandy Jaynes and filed a child abuse count against his father, Russell Jaynes.
