Paedophiles who view indecent images but go no further should not be jailed but rehabilitated that from a leading child protection police officer. Police forces "cannot cope" with the "huge" rise in reports, Chief Constable Simon Bailey, told the BBC. Figures show child abuse reports are up by 80% in three years. The NSPCC has said that prison remains a major deterrent - but rehabilitation is also vital to ensure that child abuse is stamped out for good.
