Governor, lawmakers bicker over process to replace Rep. Chaffetz

Utah Governor Gary Herbert has refused to call the state legislature into special session, which GOP lawmakers want so they can clarify the process for filling a congressional vacancy. Legislative leaders are threatening legal action if the governor moves forward with an open primary election. They'd prefer to have party delegates pick the candidates.
