A new report out today says a youth jail in Medway is unsafe. The secure training centre holds children as young as 13, and was criticised for a lack of security, CCTV and proper paperwork. There were allegations of abuse at the unit last year. We spoke to Frances Crook from the Howard League for penal reform.
