Peterborough City Council has contracted controversial private company Kingdom to fine residents it catches littering on the streets of Peterborough. Fiona Radic from Peterborough Green Party asks why PCC isn't tackling this issue itself and asks why a private company is allowed to pocket 50% of the fines.
