Leaders vow difference, change over homeless "lawlessness."

Lawmakers, law enforcement, elected leaders and service providers say they're getting serious about what they described as an atmosphere of lawlessness around Salt Lake City's homeless shelters. They say criminals preying on the population is making a bad problem worse. KSL Newsradio's Marc Giauque has more.
