Ten years on since the death of Rhys Jones, the former Detective who caught his killer has told us little has changed on the streets of Liverpool. 11-year old Rhys was caught in the crossfire of a gang feud in Croxteth. Detective Superintendent Dave Kelly led the team of officers who brought murderer Sean Mercer and his gang to justice.
