What would an Irish language act actually mean?

It's déjà vu on the Hill this morning, as the Secretary of State plans to meet all political parties in a bid to end the Stormont deadlock. But with Sinn Fein flat out rejecting Arlene Foster's plan to get an Executive up and running - are the latest talks doomed to failure before they begin? What would an Irish language act actually mean? And if Sinn Fein and the DUP can't agree - is it time to let the other parties have a go?
