A major headache for the DUP this morning. Civil service sources at Stormont have told the BBC that not a penny of the extra billion pounds in spending - that the party secured from Westminster- will be touched until devolution is restored. The money is part of a deal the DUP struck with Theresa May to prop up the Tory minority government. The DUP said last month they want the extra funding to benefit the people of NI as soon as possible. Our political editor Mark Devenport set this out for us.
