Is Belfast a dirty old town? Should the council crack down on litter louts?

Commentator Newton Emerson tweeted at the weekend saying his wife was just back from China ... and two weeks later she is still shocked by how dirty Belfast is. Just how dirty are we? What does littering say about us as a city and as a country? Should the city council be doing more to crack down on litter louts?
