Should kids as young as 13 be entitled to privacy over what they do online?

On The Top Table on BBC1 Northern Ireland on Wednesday night we were talking about teenagers and how much privacy they should have. The Children's commissioner Koulla Yiasouma told us that European legislation is being passed that will bring the age of digital consent down to 13.
