Is it Direct rule or not? James Brokenshire prepares budget for NI #BBCNolan

Secretary of State James Brokenshire gets ready to bring a Northern Ireland budget to Westminster later today. After 10 months without a devolved executive at Stormont something had to be done to keep the money flowing.

The SDLP says the move means direct rule, and blames the DUP and Sinn Féin. Alliance says it is a "slippery slope" towards direct rule, but both James Brokenshire and Theresa May have dismissed that.
