That's the call from the Ulster Teachers' Union. Restorative Justice is a process where all parties with a stake in a particular incident come together to decide how to deal with the aftermath. Put bluntly - the victim of the incident meets with perpetrator, and they try to sort things out together. Stephen got the views of Children's Commissioner - Koulla Yiasouma and mum and commentator Heidi McAlpin.
