RHI Inquiry: Arlene Foster “signed a blank cheque” by putting her signature to a statement that RHI was value for money -- even though she didn't know how much it would cost

A regulatory impact assessment weighs up costs and benefits of a government scheme before public money is spent. Arlene Foster was asked to sign a document containing the following words regarding the RHI scheme:
"I have read the Regulatory Impact Assessment and I am satisfied that the benefits justify the costs".
Despite not knowing the costs, she signed the document anyway .
