Are bonfire management schemes about to burn out? They were set up to offer money for 11th night celebrations and in return organisers were meant to stick to rules like no tyres or controversial emblems being burnt. But the schemes aren't as popular now with some loyalists - who claim they have become an attack on their 'cultural expression'.
