Senator Murkowski discussions the need for a "cushion" of domestic oil in light of volatility of foreign supplies. She also discusses the need for federal "legacy wells" to be plugged, recognizing the funds the federal government has received from lease sales, but that the State of Alaska cannot fine the federal government for not plugging abandoned wells - over 100 wells. "I need to have an action plan for the State of Alaska."
