Honda of Westport Couples Court - Would it be wrong of her to call the cops if she thinks the neighbors are running a puppy mill?

Mike & Francesca have a new country home, the neighbors breed dogs & the noise is constant day & night. They asked them to keep it down to no effect, now she wants to call the cops thinking it may be a puppy mill, he doesn't support that. Thoughts?
