All of the main political parties here are agreed on one thing: there should be a functioning Executive at Stormont.

But there isn't - and there hasn't been for a year and half.

The DUP leader Arlene Foster says action must be taken at Westminster to end the "limbo" of decision making.

And the Labour peer, Lord Adonis, has called on the Prime Minister to urgently appoint a George Mitchell-style mediator to try and end the deadlock.

Stormont Civil servants have opted not to appeal a recent court judgement which said they do not have the authority to take decisions normally made by ministers.

So who's in charge of Northern Ireland? And how will anything get done?
