Is ease of doing business in India a fallacy?

It was just last year that in the World Bank rankings India had jumped up 30 notches as far as ease of doing business in India is concerned. The Modi government felt the occasion called for a celebration and termed things to be on the improving side. The question here arises if this is the real picture?
