UK businesses are likely to struggle in 2019, with some going into so-called Pre-Pack administration in an attempt to keep them trading. These arrangement mean they emerge anew, often sold back to their own directors without liabilities like tax bills, debts and pensions - but they're the subject of criticism by the likes of Frank Field MP for the perception of allowing bosses to ditch responsibilities. Stuart Hopewell, co-director of the independent panel which judges these pre-packs defends the principle, but admits the Pre Pack Pool is often ignored, if it's consulted at all. Who do they benefit, and are they being abused?
