It's understood the government still hasn't identified sites for a lorry park, which could be used as an alternative to Operation Brock on the M20.
In the event of a no-deal Brexit, HGVs will be parked up on the coastbound stretch of the motorway as they wait to cross The Channel to ease disruption.
Highways England say they're also continuing work to look at potential permanent solutions for Operation Stack.
