Is there a situation that means parking on a pavement is acceptable? Or should we look at a UK wide blanket ban? The charity Guide Dogs, along with other 3rd sector organisations, has been campaigning for many years to end the practice which is not just inconvenient to pedestrians, but dangerous for many.
