This is the sound of one of the printing machines' engine idling as it awaits a clean-up after printing a base-layer onto a great length of paper. It is just the sound of the machinery tipping over, with the ambient sounds of the factory in the background. This sound was recorded at Cole & Sons Wallpaper factory.
