Are millions of people in dire poverty or just "struggling with the cost of living"? A recent UN report claimed 14 million people in the UK live in poverty and one and half million are destitute. It criticised the government's "punitive, mean-spirited, and often callous" austerity policies. But the chancellor Philip Hammond rejected this claim.
