Civil servants could be heading out on strike this summer. The union NIPSA is balloting its members for action in a dispute over pay and promotion. It was pushing for a 7% pay rise, but management offered 1.25%. And there's anger that senior posts are now to be advertised externally, rather than filled by an internal trawl. Stephen spoke to Carmel Gates from NIPSA.
