Some victims of the IRA have said they will refuse a Troubles pension
if ex-paramilitaries also receive one.
This comes as Victims Commissioner Judith Thompson has said those injured carrying out attacks should be able to apply for a pension.
She has advised the government on the issue - but does acknowledge the hurt some families feel and the political sensitivities of this position.
