David Shearer: Vacuum in leadersip at Local Gov’t fueling inter communal conflict

The Special Representative of UN Secretary General, David Shearer has called for the urgent formation of the Revitalized Transitional Government of National Unity R-TGoNU to fill the current leadership vacuum in the States. Addressing a press conference in Juba yesterday afternoon David Shearer said the vacuum in leadership at local government level is fueling inter-communal conflict, that has caused significant casualties and the displacement of thousands of families – such as what is happening in Jonglei. Special Representative Shearer also highlight his recent visit to Pibor administrative area where there have been intercommunal fighting and his briefing of the UN Securioty Council on situation in the Country. He said implementation of security arrangements is lagging behind due to the absence of a reconstituted National Pre-Transitional Committee NPTC.
