People who want to jet ski in the water off the Kent coast could have to pay a registration fee amid fears someone could be killed.
Canterbury City Council's discussing the plans, including a £160 test before riders can enter the sea off Herne Bay and Whitstable.
It follows a series of complaints of near-misses and reckless behaviour.
