Shearer: Progress is lagging

The Special Representative of the Secretary-General in South Sudan David Shearer has expressed concern over the dispute on the appointment of the state governor for Upper Nile. In his 2020 report to the UN Security Council, Shearer says appointment of the only governor yet to take up office, is being used to halt the appointment of County commissioners which are an essential part of the local government. He however says most national institutions are functioning at least on a basic level, following successful formation of the transitional government.
