Some big changes on the learner driver rules are being considered by environment Minister - Alex Attwood. These changes could include - Allowing people to apply for a provisional license before they turn 17 years old - Allowing new test drivers to travel on the motorway at a maximum speed of 70mph, instead of the current 45mph - A lower blood alcohol concentration level.
