The “Sweeps,” as they were called, were a sensation of national interest, with lawmakers quarreling over the legality of the get-rich-quick horse race scheme and citizens from all over crossing state lines to get in on the action. The craze seemed optimistic, until one man’s attempt at claiming his piece of the pie turned scandalous.
