Criminal Record Checks - Necessary or Not?

Overnight, a bit of a controversy arose on Social Media. (Yachties Name, Shame and Fame)  A Captain requested a Criminal Record Check thru CrewPass, and told the crew member that they would be reimbursed. Sign up done, request for reimbursement, Captain no longer employed and the crew member left holding the bill. 

YIR and Conrad address the situation, provide some answers, and as most of you know, Rhea tends to call a spade a spade, and many times, much to the detriment of YIR, will tell it like it is!
