The nature of conflict in South Sudan is shifting from intercommunal violence to direct confrontations between armed political groups, raising concerns of a return to full-scale war. UN Secretary-General António Guterres has already voiced alarm over the situation. His Special Representative, Nicholas Haysom, says the only path out of the crisis is to restore, revitalize, and operationalize the structures of the Peace Agreement, starting with the release of political detainees.
