Flash floods are getting worse across New York, thanks to climate change. Two men died in flooded basements during an extreme rain event in October. Some folks on the Brooklyn-Queens border who’ve suffered through chronic flooding will soon be getting some relief. But they also face a difficult, life-changing decision.
