Lloyd George proposed extending the Locarno conference to address grievances regarding the Versailles Treaty. However, observers noted Hitler's visceral, twitching physical response whenever the Soviet Union was mentioned. Although Lloyd George was later castigated for praising Hitler in the press, Spicer argues he was effectively attempting the diplomacy that subsequent Prime Ministers failed to master. (5)
