What happens when a law exists to protect seafarers, but the system built to enforce it does not act?
In Part Two of Buried At Sea: The Law They Ignored, UNCENSORED host Marién Sarriera continues the three-part series with maritime lawyer, advocate, and former seafarer Ryan Melogy.
After Part One examined Ryan’s own experience of abuse at sea and what happened when he reported it, Part Two follows the moment that changed the direction of his fight. While studying for his chief mate exam, Ryan discovered a federal law requiring allegations of sexual assault aboard US-flagged vessels to be reported to the US Coast Guard.
That discovery raised a question that would lead him into something much larger:
If the law existed, why was it not being enforced?
Ryan explains how institutional pushback, Coast Guard inaction, FOIA requests, Maritime Legal Aid, public pressure, and survivor stories began to expose a wider pattern across the maritime industry. What started as one report became part of a much bigger fight for accountability, enforcement, and protection for people working at sea.
This conversation looks at the gap between policy and action, the burden placed on survivors, the emotional cost of advocacy, and what happens when ignored reports are finally brought into the open.
