Stoughton's own investigators put it in writing: Matthew Farwell, William Farwell and Deputy Chief Robert Devine engaged in lies, deceit and treachery in their dealings with Sandra Birchmore. She joined the department's Explorers program at 13 because she wanted to be a cop. Twelve days before she died, a friend called the station over $248 for nail strips and told the call taker Sandra was involved with Farwell. The only place that information went was to Farwell. Prosecutors say he ordered the employee never to speak of it and decided that day to kill her; he denies it and has pleaded not guilty. Devine lost his certification in December 2025 for being untruthful about his contact with her; William gave his up in 2024. Neither faces a charge. Tony Brueski and retired FBI agent Jennifer Coffindaffer on the department, the DA's office that called it a suicide, and the lawsuit Sandra's family filed against all of them.
