New cycle network for Hereford city

Millions of pounds which was due to be spent revamping parts of Hereford City Centre is being used to create more cycle paths instead.
The council have done a u-turn with their plans to spend 2.9 million pounds on Broad Street and King Street and instead will be building a new cycle bridge between the east of the city and Rotherwas and providing better bike access along Whitecross Road, Kings Acre Road and St Owen's Street.
Local businesses are delighted as it means they won't face 18 months of disruption outside their shops but is this a major change for the future of the city with the council investing in pedal power instead of roads?
