Tim Cook knows that when Apple makes tech highly accessible, it means that tech could easily function as part of The Internet of Things. Being well-positioned in that space will boost Apple's bottom line.
I think you need to think again about the term 'return on investment' and what this actually means. He's not saying there is no return, but he's saying he doesn't evaluate whether the return is sufficient to cover the investment that has to be made. He's saying some things are more important than RTI, and VI accessibility is one shining example.
