What Pickles & Papandreou have in common!

This is to accompany Tuesday Topic No 199, free to members of the Consultation Institute and available to non-members on request. This one is called Cold Feet and the answer to the riddle is that both Pickles and Papandreou have discovered that Referendums can be somewhat inconvenient. We think Eric Pickles has been sesnible to drop the 5% petition = referendum clauses from the Localism Bill - but this still leaves 2 other scenarios when we might need to vote.
