David Cameron guarantees the quality of public consultations ... Or does he?

This is our reaction to the exchange at Prime Minister's Question Time on Wednesday 11th July, where he appears to have given an unequivocal commitment to the quality of public consultations. Many who rely on such exercises will rejoice - but did he mean it?
