This is the title of a White Paper being launched this week - and sponsored by the Objective Corporation. It refers to the factors we believe make policy development particularly challenging at this time. As an illustration, we discuss the forthcoming consultations English local Councils are launching on the replacement to Housing benefits. Tuesday Topic 214 is relevant to this.
