How Petrochemical Plants Contributed to Houston's Ozone Problem

In 1999, Houston, TX had the highest ozone levels in America. Harvey Jeffries is a retired University of North Carolina chemist who studied Houston’s air. He and other scientists found that big leaks from chemical plants that made ethylene and propylene were a big part of the problem.
