Bagus highlights the domestic business environment as a key constraint to finance in promoting structural transformation in Indonesia – ranking low on the World Bank Doing Business index. In order to promote structural transformation a few problems will need to be addressed: (1) lack of infrastructure, (2) access to finance, with only 20% of Indonesians are able to access finance from domestic banks, (3) corruption and the high proportion of domestic budget allocated to the government, and (4) the need to reduce subsidy spending.
